| Purpose is to restrict certain user-ids to read-only. That's appropriate in case a new user account was created with a name that doesn't tell us much. In this case an email is send asking for feedback. Until we get that feedback from the guy we should put him on the !BadBoysGroup page to prevent him from doing anything harmful.
