Differences between revisions 9 and 10

Purpose is to prohibit certain user-ids from doing anything. That's appropriate after we found out that a user tries to inject spam into the wiki, for example.

-Purpose is to restrict certain user-ids to read-only. That's appropriate in case a new user account was created with a name that doesn't tell us much. In this case an email is send asking for feedback. Until we get that feedback from the guy we should put him on the !BadBoysGroup page to prevent him from doing anything harmful.

That means that the page name is not exactly true: guys listed are not necessarily bad boys, but they might be.
